Referral panel meetings take place every Tuesday and includes:

- Two TRS senior leaders
- A Kent Headteacher (invited)
- Additional TRS staff as needed

Consent
Parental consent is required for all referrals, including agreement for appropriate information sharing.The referral form includes a section for schools to confirm that consent has been obtained. Only schools, hospitals, or the Local Authority may make referrals. Referrals from parents or carers cannot be accepted.
After Referral Acceptance
Once a decision is made, the TRS Referral Manager will notify the referring school, hospital, or local authority by email.
The Inclusion Manager from the allocated provision will then:

- Contact the family to arrange a visit
- Confirm a start date, closure date, and timetable
- Conduct initial assessments to identify any additional support needs
From the start date:
The pupil will be dual registered with TRS and the referring school (which must retain the pupil on roll)
The Inclusion Manager and family will maintain regular communication to support a smooth transition
A formal review meeting will take place after six weeks, involving the referring school
Referral Outcomes
Placements are determined based on individual need and may include:
TRS School Placement – Leybourne or Canterbury
Remote Learning – Primary, Secondary, or via AV1 robot
Outreach Support – to The Rosewood School (secondary only) or homeschool setting
Outreach Assessment – to determine the most suitable provision
All placements are typically offered on a 6–12 week basis, unless stated otherwise in your decision letter.
