TRS provides education for pupils with health needs that prevent them from attending mainstream school. 

Referrals should only be made when all in-school strategies have been exhausted. The following minimum criteria typically apply:

  • Mental health needs supported at Tier 3 CAMHS level
  • Physical health needs confirmed by a hospital consultant, paediatrician, or registrar
  • Attendance has dropped below 50% due to illness

In cases of mental health need, TRS consults with NELFT to ensure that provision is appropriate and targeted.

Suggested Pre-Referral Interventions

Before a TRS referral, schools must consult their own Supporting Pupils with Medical Needs Policy and consider the following strategies:

  • Individual Healthcare Plan (IHCP)
  • Pupil/Parent Support Plan with regular reviews
  • Access to quiet rooms, smaller groups, or rest areas
  • Temporary part-time timetable
  • School-based mentoring or external agency support
  • Educational Psychologist involvement
  • Early Help request or Family Support Worker
  • Engagement with Mental Health Support Teams (MHST)More Info

  • Direction to another mainstream setting where appropriate

A referral to TRS must be evidenced as a last resort.

 

Pupils with EHCPs or Special Educational Needs

TRS supports pupils whose primary barrier to education is a health need. Pupils with an EHCP will be considered on an individual basis.

If a health need emerges after an EHCP is in place, an early review meeting with County SEN must be held. TRS will require:

  • Minutes from this meeting
  • A proposed timescale for reintegration
  • A copy of the updated provision plan

TRS aims to support short-term interventions and reintegrate pupils into mainstream or onward provision as soon as appropriate.

TRS is not a specialist provision and cannot meet the needs of pupils whose EHCP names a specialist setting.

TRS cannot be named as the main provider of education on an EHCP.
